The England Fire of 1974

Plain City, Weber County, Utah is not a place that conjures images of billion-dollar industries. Its name suggests modesty, and its streets deliver on that promise — quiet fields, small farms, and houses set back from roads that run straight and flat through Weber County. There is substantial residential development in the past two decades. Even then, this small town produced a remarkable concentration of American transportation entrepreneurial energy. At the center of it stands one man: Chester Rodney England.

When a fire consumed Chester’s lumber yard on the evening of 6 April 1974, his neighbors rose to defend him to allow him to rebuild. Among those neighbors were my grandparents, Milo and Gladys Ross. What they did in the weeks that followed is documented below — eight pages of signatures collected on lumber yard estimate forms, a newspaper clipping, and a typed petition text. This post tells the story behind those pages.

Chester and Maude

Chester Rodney England was born 12 November 1896 in Plain City to William and Ismelda Thueson England. He grew up there, attended Weber Academy, and in 1916 married Maude Vivian Knight — a Plain City girl herself, born in August 1897. One month after their marriage, Chester received a mission call to the Southern States. He was set apart on 5 December 1916 by Apostle Anthony W. Ivins and left his new bride on 6 December 1916, serving for two years. He returned to find Utah in the grip of the 1918 influenza epidemic, his wife under quarantine, and her sister Elizabeth Knight Ericson dead. His mother was also ill, and he spent a week with his aunt Laura England before he could be with his family.

Chester wrote his own history late in life, and his voice is direct. After the mission he worked at the Amalgamated Sugar factory, farmed through the winters, bought a small Ford truck, and began hauling produce to the stores up through Cache Valley. “I found I could make more money doing this than farming,” he wrote, “so I turned the farm back to my father.” On 24 October 1919, his first son, Eugene Knight England, was born in Ogden. On 6 March 1923, his second son, William Knight England, followed. Two daughters, Rosemary and Carol, completed the family.

In 1924 the Weber Central Dairy Association organized and asked for bids to truck milk from the dairymen into the dairy on 19 Washington Boulevard in Ogden. Chester submitted his bid, was accepted, and trucked the first load. He delivered milk in the morning and hauled potatoes up through Cache Valley in the afternoon. Gene and Bill grew up in the business. During summers Chester took them along on the long hauls, building a shelf of boxes out from the cab seat so they could nap on the road. He made sure they always had a bottle of pop at each stop.

During World War II, while Gene and Bill served in the military, Chester hauled Mexican bananas coming into the country at El Paso, Texas, distributing them throughout Utah. Gene served in the 77th Infantry Division at Okinawa, earning the Bronze Star for crawling under fire to drag a wounded soldier to safety — 129 men went up to the escarpment, 27 came back after 72 hours. Bill served in the Air Force in the Philippine Islands from 1943 to 1946. The two brothers found each other on Cebu using a coded letter — Gene had written his middle initial as “B” to signal his location — and Bill arrived with a mattress, making Gene the only man in his division sleeping on something other than a canvas cot. A letter written from the Hotel Keystone in San Diego in May 1946 — Chester on the road at age 49 — gives a picture of those years on the home front. He writes to his wife about a load of bananas, his plans to buy a semi-trailer, and his satisfaction that Gene and Bill are doing well.

Shortly after their return from service, Gene and Bill joined Chester hauling produce. Their first postwar hauls included lumber from Oregon back to Utah, and it was that trade that gave the family firsthand knowledge of the lumber market. The first diesel truck — a used 1940 Kenworth conventional — was purchased during this period. As the business grew, the company also ran two packing sheds and a storage facility for Idaho potatoes at its peak. Around 1957, an unforeseen change in the potato hauling market prompted Gene and Bill to file applications for ICC licenses to haul all kinds of freight, opening an entirely new range of products and geographic lanes. That same year, C.R. England offered 72-hour coast-to-coast service, the first such offering available to American shippers. The first trip east was made by driver Robert Gould in a new 1959 Kenworth, tractor number 17, hauling produce from California to Philadelphia.

In the 1950s Chester stepped back from trucking, leaving Gene and Bill to run what had become C.R. England & Sons. He returned his attention to Plain City. As he wrote: “Our sons retired me from C.R. England & Sons so I started building homes on our property in Plain City. I soon decided I needed a lumber yard if I was going to continue to build. In 1960 I built a lumber yard on the property just west of the home we had sold.” The family’s years hauling lumber from Oregon had given Chester intimate knowledge of the lumber trade, and that knowledge informed the decision. He built three homes on adjacent property and sold them to Keith Lund, Ray Cottle, and Blaine Gibson. He built 25 homes in Plain City and many others throughout Weber County. He built a 12-unit apartment complex in Roy. He took second mortgages from young couples who could not otherwise buy. “It was a great satisfaction to have young couples come and tell me they would never have bought their homes without my help,” he wrote.

Maude was with him through all of it. Born in Plain City in August 1897, she never really left. She served as president of the Plain City Primary, held positions in the Relief Society throughout her life, and attended the Ogden Temple with Chester twice a week when they could manage it. She died in Plain City on 12 February 1982, having lived there her entire 84 years. Chester moved to Salt Lake City after her death and died there on 5 January 1989. He is buried beside her in Plain City Cemetery.

The Sugar Factory

The sugar factory was woven into both families long before the fire. The Amalgamated Sugar Company plant at Wilson Lane, just south of Plain City, was one of the economic anchors of Weber County from the early twentieth century onward. Plain City farmers hauled beets to the rail dumps each fall for decades; the railroad that came to Plain City in 1909 arrived largely to move beet cars to that factory. Chester England worked at the sugar factory himself after returning from his mission in late 1918, spending two winters there before he turned to farming and then trucking.

Milo’s father, John “Jack” Ross, worked for Amalgamated Sugar much of his adult life, following the company between its Ogden, Burley, and Paul, Idaho plants as work demanded. That movement accounts for the geography of the Ross children: Milo was born in Plain City in 1921, his brother Paul born in the town of Paul, Idaho in 1922, and Harold born in Burley in 1924. Amalgamated Sugar built its Paul factory in 1917, and families from the Plain City area followed the work north. The factory experienced difficult early years — a postwar agricultural depression after World War I, and then the beet leafhopper blight that devastated crops through the 1920s and into the 1930s — but it survived to become, in time, the largest sugarbeet processing facility in the world. Chester England and Jack Ross were contemporaries who had worked for the same company in the same corner of northern Utah before either of them had settled into the lives their families would remember them by. The Cradle of American Trucking

Chester England’s 1920 Model T purchase was the seed of something considerably larger than one family’s business. Four major American trucking companies trace their origins directly to Plain City, and all four connect back to Chester. The Standard-Examiner and C.R. England’s own history have documented this story in detail.

C.R. England & Sons grew steadily through the postwar decades into one of the largest refrigerated carriers in the United States, eventually operating a fleet approaching 4,000 trucks and headquartered in Salt Lake City. Gene England served as president of the company well into his later years, still coming into the office daily at age 88. He died on 13 November 2024 at the age of 105. Bill England, who married Fern Hadley — a Plain City Hadley, the same family that signed the petition — died on 28 March 2018 at age 95. He spent his last ten years without sight but maintained, as his family recorded, an extraordinary optimism throughout. He entitled his life history “It Is As Good As It Gets.”

Carl Moyes had driven trucks for C.R. England in his younger years. In the late 1950s, Carl and his wife Betty started B&C Truck Leasing in Plain City. In 1966, when their son Jerry graduated from Weber State College, the family moved to Phoenix, Arizona and formed the company that would eventually become Swift Transportation — for many years the largest truckload carrier in the United States. Jerry Moyes later observed that he liked to say there was “diesel in the water” in Plain City, and that the people there were conceived in sleeper cabs.

In 1990, brothers Kevin and Keith Knight and their cousins Randy and Gary Knight left Swift to found Knight Transportation. All four had grown up in Plain City and gotten their start working for the Moyes family’s Swift Transportation. The Knights were also related to Maude Knight, who had married Chester England in 1916, making them family to the man who started the Plain City trucking tradition. Knight Transportation started with five trucks; four years after going public the company had between 250 and 300. Knight and Swift announced a merger in April 2017, creating Knight-Swift Transportation, valued at an estimated $5 billion with approximately 23,000 tractors and 77,000 trailers.

In 1976, Jeff England — Gene’s oldest son and Chester’s grandson — bought his first truck while still working at C.R. England as an owner-operator, initially under the name “Pride of England Enterprises.” In 1979, with three trucks and a haul contract moving produce from California to New York, he left the family firm to go fully independent. His wife Pat was his partner from the beginning. In the early 1980s he assembled a group of investors, purchased ten more trucks, and rebranded as Pride Transport Inc. By 2017 the company operated a fleet of 500 trucks. In 2012 Jeff passed ownership to his son Jay England. Jeff England said of his decision to leave: “I felt that I needed to do my own thing.” He was 76 at the time of that interview and still driving a truck a couple of times a month.

The fuel infrastructure serving these fleets also has roots in this region. O. Jay Call, who came to Willard, Utah in the mid-1960s, founded Flying J in 1968, naming it for his love of flying, and built it into the largest retailer of diesel fuel in North America. His uncle, Reuel Call, had founded Maverik convenience stores in 1928 in Afton, Wyoming. FJ Management acquired Maverik in 2012. The Call family’s fuel network and the England-Moyes-Knight trucking empire developed in the same northern Utah environment across the same decades.

In September 2022, representatives of all four trucking firms gathered at Peery’s Egyptian Theater in Ogden for the premiere of a documentary about their shared origins. Gene England, then 102 years old, was present on stage alongside Jeff and Dan England, Jerry Moyes, and Kevin Knight.

The Fire

On the evening of 6 April 1974, Chester England went over to open up the lumber yard. He was 77 years old.

He described what followed in his own autobiography:

As I opened the office door, the place exploded and was engulfed with flames. It had been smoldering during the night. We do not know what caused it but it burned everything. I ran in to get the invoices but the ceiling began falling and burned holes in my jacket so I could have lost my life. This was a terrible experience watching everything you have worked hard for go up in flames. I was down in bed for 10 days from shock. We had insurance on it but I had been buying so much merchandise that the insurance didn’t begin to pay for the loss. I appreciated the fire department and the ward members who worked so hard to help. It took many weeks after to clean up. My family thought I should retire and not build it up again. However, I knew I wouldn’t be happy without something to do so I started rebuilding as soon as I could.

The 1977 History of Plain City records the fire at “England Builder’s Lumber Company” and gives the date as April 6, 1975. That date appears to be a transcription error in the town history; Chester’s own autobiography gives 6 April 1974, and that account is the primary source. The fire also destroyed the adjacent Leigh Archery Company, operated by LeGrande Leigh and Robert Jones. The insurance fell short. Chester was 77 and his family urged him to retire. He refused.

Plain City Will Consider Future of the Lumberyard

A newspaper clipping, attached to the first petition page, reported what happened next:

PLAIN CITY — The City Council here will hold a special session May 9 at 8 p.m. to make a decision on requests to rebuild a lumberyard and business destroyed by fire.

Requests that the city permit reconstruction of the lumberyard and Leigh Archery Co. came from Chester England and LeGrande Leigh and Robert Jones.

The council reported, however, that there have been some objections from citizens who do not want to see the lumber operation reestablished.

It also was reported there have been some questions as to the nature of the archery business being conducted. It has not been determined whether it is a commercial business or a manufacturing operation.

The requests to rebuild have been referred to the city planning commission for its recommendation. The recommendation is expected to be received prior to the May 9 meeting. All interested citizens are invited to attend the meeting which will be held in the City Hall.

The council also will consider various projects the city can carry out under the Utah Extension Service Program. Ronald Bouk of the service outlined various programs cities such as Plain City can conduct that may bring it awards and other benefits. The city must make application for such projects by May 31.

Some citizens did not want Chester to rebuild. And so his neighbors organized.

Milo James Ross (1921–2014) was born 4 February 1921 in a log cabin just north of Plain City. His mother, Ethel Sharp Ross, died of puerperal septicemia in August 1925 when Milo was four years old, leaving three surviving boys. Milo went to live with his Uncle Ed Sharp, Harold with Uncle Dale Sharp. They were raised in separate homes within a few blocks of one another in Plain City, the extended Sharp family absorbing the loss. For more on the Sharp family’s tragedies, see Sharp Tragedies.

Milo grew up working Ed Sharp’s farm — tending onions, hauling salt from the flats at Promontory, doing whatever needed doing. He played baseball with the Plain City Farm Bureau team and attended Weber High School.

In 1940 Milo met Gladys Maxine Donaldson (1921–2004) at a Plain City celebration. They married on 4 April 1942. Six months later Milo enlisted in the Army. He served in the 33rd Infantry Division, 130th Regiment, Company C, trained in weapons and earned expert ranking. He arrived in Hawaii on 4 July 1943 — the same day his son, Milo Paul, was born in Utah, a son he would not meet for three years. He fought through the jungles of New Guinea and the Philippines and was present at the Japanese surrender at Luzon in June 1945. He received two Purple Hearts and the Silver Star. His company received a Presidential Citation for outstanding performance during the seizure of Hill X in the Bilbil Mountain Province. He came home and went to work as a contractor and builder, eventually building and remodeling hundreds of homes throughout Utah, mostly in Weber County. That work is why, when the time came to gather signatures for Chester England, he had a pad of lumber yard estimate forms at hand. They were his working tools. He pressed them into service as petition pages.

Milo knew Chester England personally. A childhood photograph survives showing Milo alongside Harold Ross, Howard Hunt, Josephine Sharp, and Janelle England on horseback — the England and Ross and Sharp children together in the neighborhood as naturally as their parents moved among one another. In his 1997 oral history interview, Milo recalled Chester among the Plain City men who had struggled during the Depression years, when banks failed and farms were lost. Chester was woven into Milo’s memory of Plain City going back to his earliest years.

The Petition

The typed text at the center of the petition read:

We the citizens of Plain City feel that Chester England should be allowed to rebuild his lumber yard. Since when do you kick a man when he is down/ Lets stand together and help Chester England when he needs a friend.

The headers on the petition pages identify the organizers: “By Gladys and Milo Ross — To Help Mr. England — Rebuild Back Up.” The forms were passed through the community in the weeks leading up to the May 9 city council meeting. One page was circulated by Joan Jenkins.

My father, Milo Paul Ross, had worked for Chester England as a teenager. He and his first wife, Victoria “Vicki” Feldtman (1945–2018) — married 5 March 1963 — both signed the petition. For more on Vicki, see Vicki’s Class Pictures. My grandfather Harold Ross also signed. The Sharp cousins — W.A. Sharp and Florence Sharp, children of the family that had raised Milo and Harold — signed as well. Maude K. England and Chester R. England signed the petition themselves.

Among the more than 340 signers, the connections to Plain City’s history run deep. The Moyes family signed in force — the same family whose son Carl had driven trucks for Chester England and whose grandson Jerry would found Swift Transportation. The Knights signed — relatives of Maude Knight England and future founders of Knight Transportation. Elmer Singleton (1918–1996), the Plain City baseball legend who pitched in the major leagues for five teams over fifteen years, signed with his wife Elsie. Cherrill Palmer Knight (1931–2021), who had served as Plain City City Recorder and was the daughter of Vern and Viola Palmer — also signers — added her name alongside her husband Thayne (1931–2018). Roxey R. Heslop, who contributed the school and cemetery histories to the 1977 Plain City history book, also signed. Hildor England (1896–1983), born Johnson, who married into the England family, signed as well. Gordon C. Orton (1924–2008), a Plain City general contractor and World War II veteran who served in the Philippines, New Guinea, and Okinawa, signed with his wife Leone. Vernal Moyes, who had served as a Plain City councilman, signed alongside his family.

The 1977 History of Plain City records the outcome: “Builders Bargain Center, formerly England’s Builders. This business was started and run by Chester England for many years.” Chester rebuilt. My father’s career at Circle A Construction was built substantially on the same industry that had shaped the England and Ross families in Plain City. Circle A, founded in 1952 in Jerome, Idaho by Marvin Aslett, hauled sugar beets for Amalgamated Sugar for most of its operating history. For roughly 34 years, from around 1971 until Circle A transferred the Paul operations to AgExpress in 2004, my father supervised beet hauls across the Magic Valley, from the fields to the Amalgamated dumps at Paul and elsewhere across southern Idaho — the same plants Jack Ross had worked in a generation before.

Marvin’s sons Larry and Steve Aslett ran the company alongside my father for decades. We called Larry “Uncle Larry” growing up. The Asletts took us to roundups in Mackay, to ranch country above White Knob. I worked for Circle A myself from 1993 through 1998. My first job in 1994 was washing and waxing trucks at the old Hynes beet dump in Paul after harvest. Jack Ross had worked for Amalgamated Sugar in Paul in the 1920s. My father hauled beets to Amalgamated in Paul for three decades. Circle A’s beet hauls fed the same company in the same town across three generations of this family’s working life.

History of Plain City Pt 9

I have two copies of the History of Plain City, Utah. The front indicates it is from March 17th 1859 to present. As far as I can tell, the book was written in 1977. At least that is the latest date I can find in the book.

One copy belonged to my Grandparents Milo and Gladys Ross. My Grandpa has written various notes inside the history which I intend to include in parenthesis whenever they appear. They add to the history and come from his own experience and hearing. 

I will only do a number of pages at a time. I will also try to include scanned copies of the photos in the books. These are just scanned copies of these books, I have not tried to seek out originals or better copies.

BONA VISTA IMPROVEMENT DISTRICT

              This most important new culinary water system has made life a little more pleasant in this community and surrounding areas. It was turned into the lines just a century after sturdy pioneer families first put together temporary shelters and tapped several sweet water springs which they found in the area.

              It replaces old flowing wells, bringing precious waster from the depths of the earth. In early days many deep and surface wells dug, covered over, and fenced off to keep children from falling in. They were first fitted with “pitcher” pumps, a short-handled affair which were the “pumper” out in a short time. Even the farm animals had to depend on well water pumped to the surface by hand.

              Later, the easier to work, long-handled pumps were installed. These were followed by power pumps connected to a small storage tank. This was the ultimate in a private water supply.

              In 1955, a Weber County man, Linn C. Baker, was a member of the State legislature. He is the one who sponsored the bill to create special improvement districts. The reason he was the sponsor of this bill was due to his work in the Health Department for the State of Utah. As he studied samples of water sent to him from the outlying towns, he became aware of the amount of contamination there was in the drinking water in certain areas, Plain City was among the highest on the list. This was traceable to shallow surface wells being used, also septic tanks with poor drainage.

              Soon after the Weber Basin Conservancy District was organized, Plain City wanted to purchase one-thousand-acre feet of water. Their request was held in abeyance until a line could be built from Ogden Canyon. This, however, was never done.

              Elmer Carver was on the executive committee of Weber Basin Project. Through the encouragement of Commissioner Carver, Mr. Ezra Fjeldsted, manager of Weber basin Project, and Linn Baker, all met with the Plain City Town Board to get something started. Floyd A. Palmer, a member of the Town Board, was asked to represent Plain City on a committee of surrounding towns in Weber and Davis counties. Mr. Ezra Fjeldsted acted as chairman of this group and several meetings were held in both counties which Mr. Palmer attended.

              Following this, a public meeting was held in Plain city. Farr West, and Harrisville were asked to join in. This was for the purpose of starting a culinary water system. The results of this meeting, from all groups attending, were to go ahead, also to contact other nearby towns and get their feelings about joining in.

              A series of meetings were held in Farr West, Harrisville, Slaterville, Marriott, Wilson Lane, and Plain City. Other towns were invited to attend. Ezra Fjeldsted represented Weber Basin, Floyd A. Palmer represented Plain City, Dick Groberg represented Farr West, Kenneth Brown represented Harrisville, Clifford Blair represented Marriott and Slaterville, and Arthur W. Sorensen represented Wilson Lane. The meetings were all met with a great deal of enthusiasm and interest.

              Plain City Town Board consisted of Lee Olsen, President, Floyd A. Palmer, Elvin H. Maw, Merrill Jenkins, Blair Simpson, as members. A culinary water system was a prime item of the agenda in 1956. The town board along with several local residents were well organized to promote the need for a water supply to replace the surface wells and pumps.

              On July 19, 1956, Elmer Carver, Chairman of the Board of County Commissioners of Weber County, State of Utah, signed a certified documents that there be and is hereby created within Weber County, Utah, a Water Improvement District to be known and designated as the BONA VISTA WATER IMPROVEMENT DISTRICT, the same to embrace and include all real property lying within the following boundaries, to-wit: (SETS FORTH DETAILED LEGAL DESCRIPTION OF DISTRICT BOUNDARIES WHICH BOUNDARIES EMBRACE LANDS HEREIN ABSTRACTED – Abstracter)

              That the following-named persons are appointed as the Board of Trustees of said Bon Vista Water Improvement District:

                               Floyd A. Palmer, Plain City

                               Richard Groberg, Farr West

                               Kenneth Brown, Harrisville

                               Clifford Blair, Marriott-Slaterville

                               Arthur Sorensen, Wilson Lane

              This resolution shall take effect immediately and shall be recorded in the office of the Weber County Clerk. Recorded August 22, 1956.

Following this appointment from the Weber County Commission, the board held a short meeting. It was necessary to elect a chairman, after a discussion of each of the board members. Kenneth Brown was appointed as chairman.

              The first order of business was to secure professional and legal help. Mr. Jack Richards was appointed attorney. Jack Reeves, of the firm of Nelson, Reeves and Maxwell, was appointed engineer. They were appointed to do the field work and present the plans and drawings back to the board.

              When the plans were completed, the board spent much time deciding the most feasible and economical areas to run the lines in. Also, to give each town a fair share of the project. Following this, it was necessary to project estimated costs. The board spent many months getting costs and deciding on types and kinds of pipes and materials to use on the project. The overall plans had to look attractive and feasible in order to get a bonding company to handle the bonds.

              The first step made to secure the bond issue was to get signed pledge cards with an agreement to pay $250.00 for a waster connection. This was a requirement. Committees were organized with Floyd A. Palmer, Richard Groberg, Kenneth Brown, Clifford Blair, and Arthur Sorensen acting as chairman in each of their respective towns. The result was very successful, all those serving on these committee are deserving of much credit for their untiring effort and accomplishments.

              On August 20, 1957, a bond election was held to see if the residents would approve a $900,000.00 bond issue. The vote was 490 yes and 82 no. Edward L. Burton Company was retained as Fiscal Agent, and $698,000.00 was sold in General Obligation Bonds, and the system was under way.

              On April 14, 1958, a contract was awarded to Smith-Scott Pipe Company to furnish cement mortar-lined steel pipe for the main lines.

              Also, on April 14, 1958, a contract was awarded to Knudson Construction Company to install water mains in the Harrisville-Randall area which was Phase I of the project.

              Also, on April 14, 1958, a contract was awarded to Chicago Bridge & Iron Company to furnish and erect a 250,000.00 gallon elevated storage tank in Plain City.

              On April 28, 1958, Theron Palmer was hired as General Superintendent to oversee construction and to get it ready to serve and operated as a system.

              On May 27, 1958, an office was rented from the E. B. Stone Estate on the corner of 9th and Washington. The district still maintains its offices here. The building was purchased by the district in 1969 and has been remodeled.

              On May 27, 1958, negotiations were begun with the State Department of Welfare of obtain ownership of a spring located in Garner’s Canyon in North Ogden. The spring was used at the time by the welfare department at the Industrial School property for culinary use and irrigation use.

              On May 27, 1958, Weber Basin let a contract to Statewide Construction Company to build the 16-inch transmission line from 4000 South on U-84, down into the district where Bona Vista could connect to it.

              Also, on May 27, 1958, a piece of property located at 4100 West on 2200 North in Plain city, was purchased from Vern Palmer to construct the elevated tank.

              Raymond Concrete Title Company moved in and drove concrete pilings 80 feet into the ground to support the tank.

              Gerald Larkin was then awarded a contract to construct a foundation so Chicago Bridge and iron could begin erection.

              On July 3, 1958, a contract was awarded to Bert Robinson Construction Company to build lines in the Farr West and Plain City.

              Also, on July 3, 1958, Standard Plumbing Supply Company was awarded a contract to furnish materials for service lines.

              On July 17, 1958, the Weber County Commission agreed to purchase 60 fire hydrants to go on the system to be located by the Weber County Fire Chief.

              On July 17, 1958, Smedley construction Company was awarded a bid to construct lines in the Slaterville, Marriott, and Wilson area for $44,975.00. The same day Mac Construction Company of Salt Lake City was awarded the bid to construct our North Ogden Reservoir for $16,911.00. This is a concrete underground reservoir.

              On August 11, 1958, an agreement was reached with the Welfare Department to obtain full use of the spring in North Ogden. Weber-Box Elder water was purchased to replace the Welfare Department’s share of the spring.

              On February 11, 1959, work began on the plans and site for a reservoir in the Roy area.

              On March 23, 1959, it was decided to run a line on the North Plain City Road.

              On August 27, 1959, it was decided to either buy or condemn the Hansen property for a reservoir.

              A bid to build a tank in Roy was awarded to Wehyer Construction Company for #31,403.80 on September 23, 1959.

              Negotiations began to buy an eight-foot well from the Farr West Stake for $31,403.80 on September 23, 1959.

              Linn C. Baker resigned as Secretary on January 1, 1961. He had been with the district since it began.

              On December 6, 1961, it was decided to construct extensions to existing mains in the amount of $90,000.00 General Obligation Bonds were sold to finance these extensions. Waterfall Construction Company did the job.

              All though the summer of 1961, the Farr West well was tested to see if it would hold up.

              On February 28, 1962, President Wimmer signed the Warranty Deed on the Farr West well and property. On January 16, 1963, it was decided to put heat lights on our Roy tank. This was the first such installation in this area and it drew a lot of attention.

              The Utah State Health Department studied the plans for use of the plans for use of the existing well in Farr West and decided against allowing it to be used because of its depth. A change application was then filled with the State Engineer to drill the well to a deeper depth.

              On May 10, 1963, a contract with Wesley Stoddard was made to drill a well in Farr West for $21,632.00 plus $4,700.00 for the test hole to see how deep the well would have to go.

              A meeting was held at the Farr West Pump House building on January 20, 1964. This building was contracted by the Bona Vista Water employees. The piping was also done by employees of Bona Vista.

              R. W. Coleman Company was awarded a contract for $18,877.50 to change some lines under the interstate highway on November 22, 1965.

              Negotiations began on March 28, 1966, with Weber Basin on the North Ogden Well, which was later drilled and is used in the system now.

              Water meters were deemed necessary and were bought by bid from Waterworks Equipment Company and E. C. Olsen Company on October 28, 1968.

New Plain City Canal

BEGINNING OF PLAIN CITY IRRIGATION WATER

              1859 Before the summer was over some water had been brought in their new ditch from Four Mile Creek to Plain City. In 1860, the Canal was completed to Mill Creek, the following year to Broom’s Creek and in 1862 to the Ogden River. The Right of Way in Weber River was purchased in 1873 at a cost of $2000.

              In 1899 Samuel Wayment drilled an Artesian Well 249 feet deep producing additional water for the settlers. He also was in charge of the iron work and the building of the Chief Canning Factory in Plain City.

PLAIN CITY IRRIGATION-CEMENTING OF THE MAIN CANAL

              For many years the Plain City Irrigation Company received it’s water from the Weber River. The diversion point into the canal was just north of the old American Packing Plant that was later called the Swift Meat Packaging Plant. The Irrigation Company had a large Plank Head Gate in the Weber River that forced the water into the Plain City Irrigation Company Canal because of high waters in the spring this gate would wash out and it was necessary to make a gravel and dirt dam each year using horses, scrapers, and even large bulldozers. In recent years this became a major problem.

              The government began planning the Willard Project in 1960. This project would interfere to a certain extent with the existing canal used by the Irrigation Company because big Willard Bay Canal would be built in part of our existing canal and would also cross it in part of our existing canal and would also cross it in other areas. The leaders of this project wanted to provide a turn out from the big canal into the Plain City Irrigation Canal. The corporation of our company was necessary to give them the right to use the area affected by the construction of the Willard Bay Canal. The logical point of diversion would be west of the Farr West Church House. This meant that some new construction would be necessary to get the water into the old canal. It was in need of some repairs and it was at this time that the idea of a new cement lined canal was entertained.

              High lights of the minutes of the meetings during the construction period are as follow:

August 11, 1959

              Ogden City had extra water for sale this year which was allocated out to various canal companies. A motion was made by Alvin Robson that this water be purchased to see them through the current season. It would be paid by those stock holders who subscribed for the extra water.

April 4, 1960

              The meeting was called to discuss the new canal. Charles Heslop was assigned to work on interested free money from the Utah Water & Power board for the construction. Alvin Robson was assigned to work with the Soil Conservation on the completion of the surveying of the canal, and additional monies.

July 12, 1960

              A meeting was held to discuss a possible shortage of water for the remainder of the year. Time was changed from 20 shares per hour to 25 shares per hour.

January 9, 1961

              A priority was established with the Utah Water an Power board for interest free money and application made for $100,000.00

              A survey showed that there was a 10% loss of water between the River turn out and the Point of use.

March 8, 1961

              The Irrigation Company received a $10,000.00 cash settlement for their rights in the old canal from the O.U.R.D. Railroad Company that passes through their yards.

              Alvin Robson, Carl Taylor, and Walt Christensen was to secure information regarding tiling of the canal from Victor Lund’s corner up to the Jesse Singleton property where the canal leaves the road and runs back into the fields.

April 20, 1961

              A report was given by Alvin Robson regarding the tiling of the lower part of the canal. There were mixed emotions about tiling this section of the canal because of the fall and the amount of water to be delivered. “Alvin Robson commented as the discussion went on concerning the piping verses the cement lining. The stockholders are residents of this town and should have some concern towards the improvements and beautification of the community and that an open cement lined canals to greet the people entering the town is not very inviting and once it was constructed it would never be changed in our life time.”

              Keith Blanch speaking as a town board member expressed his opinion regarding the beautification and eliminating hazards in the community and felt that it was worth while and the tax payers should help with the construction of the Irrigation Company in piping this section of the canal.

              Glen Charlton and Lee Olsen from the town board were present. An opinion was asked from the town board members. Mr. Charlton felt it was a worth while project as long as it was right. Mr. Olsen commented that it was a good thing as long as it was sufficient to meet the needs of the water users.

              The town board members agreed to cover the pipe that was laid with dirt. It was agreed that 2880 feet of 36 inch tile would be laid this spring from the old beet dump corner to Victor Lund’s corner.

April 27, 1961

              The Town board members present: Dee Cook, Glen Charlton, Kent Jenkins, and Lee Olsen. Mr. Covey from Utah State University was also present.

              Further discussion concerning cost of construction of the concrete pipe continued. Keith Blanch made a motion that the town board and property owners should join with the Irrigation Company in the cost of the 36 inch tile to be laid. Motion seconded by Carl Taylor

              Mr. Robson suggested the property owners who would benefit from the lining of the canal pay $1.25 per foot frontage towards the pipe. The Town Board said they could only participate within the city limits and they would contribute $4,000.00 over a 10 year period. The bids were to be sent to Secretary Wayne Skeen by March 30, 1961.

April 30, 1961

              The purpose of this meeting was to open bids. Utah Concrete Pipe Company received bids for 36 inch concrete pipe at $8.75 per foot. Waterfall Construction Company was awarded the laying of the pipe at $1.55 per foot.

              Abram Maw made the motion that the project not be stopped at the beet dump corner but continue up to the up to the weir east of the water tower (where the pipe portion of the canal now starts) if the property owners will contribute $1.25 per foot. Motion seconded by Keith Blanch.

              Charles Heslop ad Elvin Maw were asked to approach these property owners and get their approval to pay the $1.25 and also contact all stock holders and get their signature for government participation thru the Soil Conservation.

              Charles and Elvin were successful in getting all the names except Jesse Singleton who would not accept any government monies and would not pay the $1.25 per foot to tile in front of his property.

              Alvin Robson contracted Howard Singleton, Jesse’s boy and he agreed to pay the $1.25 but only up to the old house that sat in the field and that is where the concrete pipe starts today. Alvin Robson tried to convince the Director’s that they should at the company’s cost tile the remainder of the ditch along the road because any future expansion of the community would by hampered by open ditch reducing the width of the road. This motion turned down.

              Walter Christensen made the motion that Alvin Robson meet with the Soil Conservation to discuss details of cost and tiling and lining the canal.

April 31, 1961

              Alvin East, Maurice Skeen, and Owen Wayment from the Warren Irrigation Company met with the directors to discuss details and sign a contract for the exchange of Ogden and Weber River which would benefit both companies. The contract was signed.

              Mr. Daniel Lawrence from the Utah Water & Power Board attended the meeting. Keith Blanch made the motion that Alvin Robson and Wayne Skeen be given the power to enter into a contract with the Utah Water & Power Board for the total cost of $1,300.000.00 and formulate all details.

May 3, 1961

              Junior Taylor was appointed as Water Master of the year.

May 15, 1961

              The purpose of this meeting was to discuss the Weber Basin Project with E.J. Feldstead and commissioner Wilmer Carver. They needed additional votes to finish construction of the Willard Bay. A proposed addition would cost seventeen million dollars.

June 5, 1961

              The purpose of the meeting was to see what should be done because it appeared that there would be a water shortage before the end of the year. It was proposed that we only run off water until the stream reached a point that we could not water properly and then start to use our shortage water and put turns on 1/3 basis.

September 27, 1961

              The new project was discussed and it was recommended that the company hire an engineer and begin construction on the upper end of the new canal.

              There were many problems that came out of the construction of this canal. It would be necessary to get some dirt to construct the pad for the canal. The company purchased some ground at the upper end of the canal from Max Stander. Then got the dirt that was necessary to build the upper end of the canal and then leveled the ground and gave it back to Mr. Stander. They also purchased additional dirt from Robert Penman. This dirt was trucked from his property just south of the Weber River and west of the main road. The dirt was hauled by farmers using their beet trucks, etc.. The new pad was made in the old canal banks where possible, but there was some trading of land etc. to straighten out the canal. There was also a problem in getting someone to dig out the canal to the size and shape required to allow 50 seconds feet of water at one time. The company asked for bids, but they only received one because the equipment needed to shape the canal was not available. In order to get the project moving Alvin Robson caught a bus on Ogden and went to the Fuller Forms Company in Arizona to see if they had some type of equipment that could be used. He purchased a right to one of their slip forms that could be used in forming and pouring the concrete. He returned to Ogden and worked with the Ogden Iron Works on 23rd Street and Grant Avenue where the construction of the slip forms took place. The next problem was to begin the construction of the project. Dean Hadley of Taylor was hired to do most of the big equipment work. Local farmers also helped with their equipment. The Soil Conservation furnished the engineering on the project. Herbert Issackson of Pleasant View was the surveyor. One of the major problems that existed and is still a yearly discussion is the amount of water delivered from the existing head gates. The government required that curtained head gates must be varied in size for them to participate financially.

Oct 1962

              There was much contention and personal feelings during the construction of how it should be done. Some people left the jobs and never came back, but the project was finally finished. The construction created problems for some but most of the inconveniences were ratified by the Irrigation Company. New bridges were built, land was leveled, damages to property was crops were paid for during the construction. The Company paid for fencing materials with the property owners installing the fences. Cattle that used to walk across the stream would fall into the new lined canal and couldn’t get out. The Company paid for some of the cattle that were lost before the agreement to install fencing was made.

              The total cost of the project was $199,754.08. The amount of $122,918.61 was borrowed from Utah Water & Power Board. This money was interest free if a yearly payment was made by November 30th each year. The last payment of $8.257.06 will be paid on November 30, 1977. Other cost not being paid by the stockholders come from the Soil Conservation and the sale of pieces of the old canal, and the town board. Vice President Bill Hatch of the First Security bank was also an asset in the financing of the canal.

              We borrowed monies from the First Security Bank as construction went on to pay for cost on a daily basis. On December 31, 1974, the company owed the First Security bank $60,000.00 Alvin Robson and Wayne Skeen met with Mr. Hatch in May regarding this bill. Mr. Hatch said that the bank needed some type of security for this loan. There was nothing to give him because out rights to the canal had been given to the Utah Water and Power Board. Alvin Robson and Wayne Skeen then approached Mr. Lawrence of the Utah Water and Power Board asking them for more money for the project explaining the situation with the bank. Alvin Robson explained that they might just as well take over the ownership of the canal because the bill had to be paid. There was nothing to offer as security because the Utah Water and Power board had everything that the company owned. Later, Mr. Lawrence of the Utah Water and Power Board gave the Irrigation Company an additional $30,000 which helped to delete that note at the First Security Bank.

Postcard from Howard Bair

Another of those random posts.  To anyone who is not family of Lillian Coley or Howard Bair, this would be something worth throwing in the garbage.  But to the Coley and Bair families, it adds an interesting twist to the life of these individuals.  A sort of voice from the dust.

I have written of Lillian Coley elsewhere and of her life.  Howard Francis Bair was born 25 June 1898 in Richmond, Cache, Utah and died 9 March 1974 in San Diego, San Diego, California.  They were probably the same year in school growing up.

The card is posted 11 September 1915 in Willard, Box Elder, Utah and says the following: “Miss Lillian Colley (sic), Richmond, Utah.  Well Kid How is the world treating you By this time.  I am working in Willard or you going to school this year.  This rain is shore hell I dont think you can read this.  But you can try this is all for this one from Howard Bair.”

On the side above the pre-printed “N. Lovers Series” Howard writes “am soon”  It may just be coincidence it is written above the writing, but I have no idea what it would mean otherwise, but who really knows what this meant 100 years ago.

Sharp tragedies

It seems in order that I give some more stories I have found out recently concerning the Sharp Family History. 

Someday I will have to back up and do a history or outline for other family lines that I have learned so much about.

It is the stories that are most memorable, which are quickly passed down and remembered. Sadly though, they are the ones that are most traumatic. The Sharp line is one that certainly has not been immune to tragic tales.

Robert Ford Hunt, grandson of Victorine Mary Sharp and Robert Edward Maw; son of Ruby Ada Maw and Joseph Herbert Hunt is the first of our line. He was driving a farm truck when he failed to stop for a train near Marriott. He was 19 in 1931.

Paul Ross, the son of Ethel Sharp and John William Ross was taken to live with Victorine Sharp (Ethel’s sister) and Fred Hunt. In 1932, near the age of 10, he fell out of the loft of a barn in Plain City. He passed away three days later from a concussion. Bert Fredrick Hunt, son of Fredrick Lawrence Hunt and Victorine Sharp, and Bert’s son Robert, were both electrocuted in 1960 in a Plain City dairy barn. Grandpa (son of Victorine’s sister, Ethel) told me that he was there that evening and helped them with their duties in the barn. When he grabbed the milk cooler it zapped him. It wasn’t very bad but he turned off the breakers and told Bert and Bob about it. We don’t know if they did not heed and turned it back on or what, but that same cooler would electrocute the two that evening. The milk man found them the next morning. Grandpa made the comment that it could very well have been him lying there. Grandma was apparently with him and both could have been part of the tragedy.

Edna Louise Sharp (she went by Louise) was the daughter of Edward and Lillie East Sharp. She married Ralph Anthony Blanch. They went to Othello, Washington for a missionary farewell in 1968.  In their rush of the morning, they were hit head on in an automobile crash. Both of them died in that automobile accident.

Florence Sharp, daughter of Edward and Lillie East Sharp, married Leonard Neilson. They had a son named Douglas Ray Neilson. Grandpa said they were going north through Willard in 1940 and there was a line of traffic. It was raining that day and the rains of previous days caused some washing out of the mountains. At this point in the road at Willard only a few cars were allowed to follow the grader as it would clean the mud and water off the road which kept reappearing from the rains. It was in this environment that Grandpa and Doug were in the back of the truck while Ed was driving. They finally started moving forward and Grandpa went to the passenger side of the vehicle. Doug went over to tell Ed something. When he leaned down towards the cab, putting his hand on the cab, he slipped (the old rounded top cabs). He slipped down between the cab and bed of the truck falling right in front of the wheels. It was the people in the car behind that flagged Ed down neither he nor Grandpa realizing Doug had fallen out. He was pronounced dead at Brigham City.

Marjorie Lillian Sharp married Farrell Clontz. His family had an old mine claim in Montana near the Canadian border. He was contacted at some point and told something along the lines that they needed to do some work on the mine or the claim would fall through and not be valid or something to that effect. So, that summer in 1955 he took his brother in law Milo Riley Sharp (differentiated from his grandfather by the same name) and they went to work the mine some. They took Farrell and Marjorie’s daughter, Nelda to help with the domestic side of life. Farrell was teaching Milo how to do the packing and loading of dynamite. We obviously don’t know what exactly happened. They did not come down for dinner so Nelda went up to find them. Calling out for them, nobody answered. Entering the mine, she found the lower portions of their bodies with nothing remaining of the rest.

Sherry Sharp, daughter of Edward Junior Sharp and Delores Salter, in a complete moment of irony, fell out of the car in the hospital parking lot. In the moment of rushing her mother to the hospital to give birth she fell from the car and was run over. She was flown to Seattle where she passed away days later from the trauma on Halloween, 1956.

Edward and Delores had another daughter whose plane went down on a berry picking trip in Valdez-Cordova, Alaska. She left behind a husband and daughter.

Anyhow, there are some other stories, but I have less information with them so they would be more speculative.

But for the sake of keeping track,

Milo Ray Sharp’s family would move to Sunset, Davis County to farm.

Delwin Sharp would remain in the Plain City area all his life.

Austin Sharp would move to Washington State.

Ernest Sharp would remain in Plain City.

William Edward Sharp moved to Washington State.

Victorine Sharp and her husband Fred Hunt would remain in Plain City.

Mary Irene Sharp would marry Oscar Childs Richardson and move to Tremonton.

Edith Sharp would marry Clements Richard Martin and move to Southern
California.

Ethel Sharp would move to Idaho returning to Plain City. There she would
have her last child which birth would take her life.
